What does my tuition pay for?

Forced to take summer course

To the editor,
I am a sophomore in mechanical engineering. I recently tried to register for MAE 377, a 3D computer drawing class, for Fall 2010. This course is required for my major, so everyone in my grade has to take it.
The class, however, was full for every lab. I am not alone, about 35 other students in my major cannot get into this class. Why would they not have enough seats for this class, even knowing how many students need to take it next semester?
Well, I was informed that they are starting, this summer being the first, to have a summer class for MAE 377 and the good people at the Mechanical Engineering department advised me to take it in the summer.
Here is the kicker. The class they say is full holds 28 people next semester.
But, in the summer, the class is in the same classroom and holds 40 people! So they purposely got rid of 12 seats per class so that many kids will have to take it in the summer. Also, there was a Monday and a Saturday class that they got rid of to force students into the summer class.
What does my tuition pay for?

Thank you,
