Since 2021, a total of 383 police incidents have been reported in UB’s on-campus residences. Governors Complex, which houses about 800 students accounted for 47 of the incidents (12.2% of the total). The Ellicott Complex houses about 3,200 students and accounted for 208 incidents (54% of the total).
UB currently has 17 different on-campus residences, including:
- The Governors Complex: Dewey, Roosevelt, Lehman and Clinton Halls
- The Ellicott Complex: Richmond, Red Jacket, Spaulding, Wilkeson, Fargo and Evans Quadrangles
- On-campus apartments: Flint, Haldley, South Lake, Flickinger Villages,
- South Campus dorm buildings: Goodyear and Clement Halls
The following is a tally of police incidents for each residence hall (and their respective parking lots) from 2021-2023. The numbers are sourced from police records published under the Clery Act, which requires higher education institutions to report data on certain types of crimes.
Some reports label the location as just “Ellicott Complex” or just “South Campus.” Since there isn’t much information about these locations, they have their own spot on the list.

Many reports, some dating back to 2021, are still labeled as “Under Investigation.”
“‘Investigation pending’ is a term we assign cases (for case management purposes) to show that solvability factors exist,” UPD Deputy Chief Carl Lundin said in an email to The Spectrum. “There are some that are kept in an investigation pending status if we are still working on them (some crimes take quite some time to solve).”
Lundin says UPD takes crime data and trends very seriously, and the department may take action with UB alerts or another method when there’s a significant trend in crime, such as the recent car thefts specifically on South Campus.
