The University Heights Problem Properties Task Force (PPTF) is a group of many committed agencies and people who are working to improve the safety and quality of life for ALL residents of the University Heights - homeowners, business owners and students. The task force includes representation from the Buffalo Police Department, St. Joseph's University Parish, VOICE Buffalo Chapter, the University Heights Community-Oriented Policing Satellite (C.O.P.S.) Station, the Gloria J. Parks Community Center, UB Off-Campus Student Services, University Police, the UB/UCI Regional Community Policing Center, the University District Council Member's Office, the City of Buffalo Department of Inspections, area residents, area landlords and occasionally a few students. The task force takes a multi-pronged approach to problem solving. For example, law enforcement is handled by the appropriate law enforcement agencies.
This Task Force would welcome the participation of more UB students regarding the issues of both neglected properties and ways to reduce the impact of the neighborhood of house parties and disruptive behaviors. We want to make sure the students who live in University Heights know that the Task Force has been working for over a year to make landlords accountable for properties that are neglected or unsafe.
The Task Force is concerned not only about the negative effects of some of the house parties on the neighborhood - loud noise late into the night, littering, public urination, parking on people's lawns, traffic/speeding problems - but also about the safety of students who attend the parties.
Having hundreds of people in a basement or at attic is first and foremost a fire hazard and, as has been seen in tragic events occurring in other college neighborhoods nationwide. Such overcrowding and heavy intoxication can result in serious injury, illness and even death. Students who are heavily intoxicated are also more likely to be victims of crime, both street crime and sexual assault. When injuries occur, those who host such parties are subject to severe civil and criminal liabilities.
The Task Force also understands the house party problem is not going to be resolved solely through enforcement, and we invite students to attend our monthly meetings to help develop ways for students to party and socialize in a safe environment.
We all agree that, with a few exceptions, UB students are a welcomed asset to the University Heights community, adding energy, interest and vitality.
